K. Padmakumar who belongs to the 1989 IPS Batch was educated at NSS College, Ottappalam and Delhi School of Economics from where he obtained his Master’s Degree.
His various postings include that of A.S.P Alapuzha ; S.P Kannur, Kasaragod, Calicut (rural); Commissioner of Police Calicut & Thiruvananthapuram ; Principal-Police Training College ; DIG Central Range (Ernakulam) ; I.G Human Rights Commission; I.G Intelligence & Crime Branch.
He was the City Police Commissioner of the Capital City twice, first during 2000-2001 and again after a gap of five years; since the post of City Police Commissioner was upgraded to that of DIG from SP, K. Padmakumar became the 1st Commissioner with Magisterial powers .
In an effort to crack down on the burgeoning crime rate in the city, he came up with the novel idea of deploying plainsclothes Squads in and around the city, especially in the crowded areas . Called City Shadows these squads comprise of policemen & women working undercover to detect petty crime such as drug peddling, illicit spirit retail, gambling, trafficking in women and children, organised begging and goonda activity, stalking and sexual harassment of women etc.
He was honoured with the President’s Police Medal in the year 2007. |
